The Wisconsin Center for Education Products & Services is a non-profit charitable organization working to impact education around the world through a variety of partnerships. WCEPS was founded in 2010 by friends of the University of Wisconsin-Madison. We meet a growing demand for bringing education research and development to the general public through our partnerships.

Our mission at the American Institutes for Research is to generate and use rigorous evidence that contributes to a better, more equitable world. Specifically, at the Center for English Learners at AIR we focus on generating and using rigorous evidence to support learning and well-being of ELs.

ELPA21 is an enhanced assessment system and state-led collaborative housed within the National Center for Research on Evaluation, Standards, and Student Testing (CRESST) at UCLA. Designed for states, by states, ELPA21 assessments measure the English language proficiency of potential English learners (ELs) and identified ELs, including those with the most significant cognitive disabilities, as they progress through their K–12 education and achieve college and career readiness.
